Yeah but with exceptions/blank top levels allowed on certain memes. I think that a lot of players don't want to invest too much given things almost never pan out and you'd want to encourage people to use the new comm + the basic hot or nots etc. are great for finding new people so don't get rid of them entirely. I'd also allow things like linking to info posts or a blurb about OOC prefs to count as a 'top level' since the point is to have a basic bar of 'did you think about the character and this meme' to ensure everybody in there wants to play rather than musedump. 'You must commit to a top level that might get no tags' is probably too much to ask given the preference for easy.
